PURPOSE OF NOTICE
This notice gives public and constructive notice of the filing, transmittal, and service of the document titled:
Qualified Written Request and Notice of Continuing Hazard directed to the Los Angeles Department of Water & Power (LADWP) under Government Claim No. C26-05830 and Account No. 3975979241.
The filing was executed and served by Daevon-Jerrielle: Taylor, a living man, sui juris, Beneficiary & Trustee of the Daevon Jerrielle Taylor Private Trust, to compel full disclosure, correction, and remediation of ongoing electrical and environmental hazards originating from LADWP infrastructure and administrative negligence
SUBJECT MATTER & SUMMARY OF FINDINGS
The Qualified Written Request and accompanying Government Claim record the following allegations and demands:
Objectionable Ground & Water-Line Current: Continuous 3–4 amps on grounding and water conductors posing fire and health risks.
Reverse Power Flow & Voltage Surges: Correlated current migration from adjacent properties, appliance surges exceeding 1400 W, and repeated refrigerator failure.
Chemical & Air-Quality Hazards: Elevated H₂S, NH₃, NO₂, CO, TVOC, and eCO₂ readings associated with occupant respiratory distress.
RF/EMI Interference: Abnormal radiative coupling detected around lighting and fixture circuits; LADWP’s monitoring scope questioned.
Account Misidentification: LADWP opened the service account under the incorrect name “Daveon Taylor” rather than the requested Daevon-Jerrielle Taylor, Trustee / Executor — Private Trust, constituting a record error and potential discrimination
Failure to Correct Hazards: Despite on-site visits (Sept 18 & 30 and monitor install Oct 23 2025), LADWP has not resolved the dangerous ground currents or provided required data.
The filing demands immediate technical remediation, record correction, and production of all engineering and accounting records under:

RESPONSE DEADLINE & LIABILITY NOTICE
LADWP and its agents are lawfully required to issue a certified written response within 15 calendar days of receipt.Failure to respond shall constitute:
Admission of negligence and non-compliance;
Breach of fiduciary duty;
Constructive fraud and deliberate indifference to known hazards.
